Vodafone India — Prepaid to Postpaid - SIM not yet activated

Hi, Myself Animesh and I have been using Vodafone service for more than 2-3 years in Mumbai. On 29th July I converted my current Prepaid Vodafone to Postpaid and still my Postpaid SIM is not activated. Over and above this, my Prepaid no is also disconnected and now I don't have any of these connections working. When I complained next day on 30th July to Vodafone executive in Vodafone store she told me that it will take another 3-4 hours to get it activated. The very 1st day they had told me that its just a matter of 2 hours for activation. These Vodafone Store employees mislead customers. They provided me with a reference no and asked me to contact 198 customer care and quote your reference no for further status. When I called in the customer care they are now saying that it might take another day for activation. They are also saying that they don't have the reference no which I was provided by Vodafone store employee as an acknowledgement to my complain in their system, so actually they cant track my status of connection. Noe it's been more than 24 hours and I don't have either prepaid or postpaid connection activated and I have to live without phone services. If my complain doesn't get resolved with in another 3-4 hours I will escalate this issue as much as I can and will even file a complain with Consumer forum if required.
