VTU, Belgaum — Declined to provide Transcripts/ Refund the fees

Hi, I have applied for My MBA transcripts, I had to travel to Belgaum from Bangalore spending about more than Rs. 2000. I paid Rs. 880/- for DD for transcript application. After a weeks time the official call me and tells that the transcripts cannot be provided for MBA online scheme students. Now I need to apply for foreign studies and I need the transcripts. Does this mean after I do my MBA from VTU College I cannot do foreign studies? Also I asked for refund of the fees if they can't provide transcripts. They say the DD is processed then it cannot be refund...
