_ Amazon_Online_Shipping _ — I m complaining about fraud

He is mobile phone seller, he cheated me by getting 11, 000 ruppes for buying a one plus 7t pro mobile phone and now he is not paying it back. I haven't received any order and when i contacted him he is not paying my money back. Now i haven't received any order nor my money. He gave assurance of giving my money back but he hasn't gave yet
