108 Ambulance — Ambulance request denied

My mother had accident at night and was in critical condition. For first aid was admitted in nearest hospital and wanted to shift her to another hospital for further treatment. Ambulance request was denied on 108 helpline as the shifting was from PTP hospital. What's the use of such helpline numbers if people don't understand the emergency.
