108 Ambulance — why 108 selected ambulance which is far away (2 hours) from accidental spot even the nearest government hospital is just 6 km

Today at 8:27 pm there was accident happened in front of me. Two people are badly injured. I call 108 the person speak me & note location address mirjole jambhulphata near airport ratnagiri tehsil ratnagiri district. After 10 min the ambulance driver call me & said ambulance is in " sakharpa village" which is located at kolhapur ratnagiri highway & they need 2 hours. What was that?? #?? 2 hours??😢. I speaked them but they cant provide another one. This is shame how emergency numbers work in india.. Why the 108 cant send ambulance in ratnagiri city?? Why?? Why they select ambulance which is far away (2 hours) from accidental spot??
