ACT Fibernet — no refund for failed payment transaction

I have made a payment Rs 4381 for getting a new internet connection
During payment the money got deducted from my bank account but the
transaction failed with blank page. I didn't get any payment receipt from ACT as well.
I waited for more than 15 days but the money is not still refunded

Every time when I call the helpdesk, they say concern team will respond but not received a single call or an email for the past 16 days on this and no clue on my compliant status as well
