Aircel — no network all important contacts in sim

Aircel has closed the operation leaving consumers in vain. No information is provided regarding closure of network operations.

Even i am unable to port the number to another networks.
Lost my account balance in sim i request how to go further regarding the number portability. How should we lodge a complaint in trai.
Networks should accept the aircel customers in to their networks
