Airtel — airtel dth doesn't want to change the package as per trai guidelines.

As per trai guideline i have selected the channels which i want to see and i have did it 3 times. 1st i have selected in starting of the feb month and scanned the bar code and sent the sms to airtel. But my selected pack has not been activated. So i called to customer care and they have replied that due to some technical issue they are not able to change my plan. Then i have waited for some days and again called the customer care if the issue has been resolved but they informed me that i have to choose again because they did not get any request to change my pack. So i selected it for the 2nd time and sent the sms through the barcode scanner. But again my selected pack has not been activated so i again called to customer care and asked the issue. They have informed me again some technical issue and requested me to choose the pan again and send the sms. Finally for the 3 time i have selected and sent on 9th march and till date the pack not activated. So today again i called customer care and they told the same thing, sue to some technical issue they can't see my package status.
So what is the use of govt (Trai) rule if the service provider can't provide the service as per the regulation. For normal customer like us it is very frustrating to select channel and sent to service provider again again without getting any service. It is totally wastage of time. Now i have to pay the amount what airtel by default gave the plan and it is very high.
Please help me to change my package as per the govt rule.
