Airtel — first recharge not done even after paying amount in advance to airtel

I have done mnp switch to airtel from aircel on 11 april 2018.
And also have paid rs 199 to airtel official personal at aritel gallery pp chambers dombivali for first recharge.
Sim activation done after 10 days.
This is not done yet after 20 days.
And gallery people are not helping.
The person prtidnya whom payment is done is on leave and gallery person are saying they don;t know this girl.
