Airtel — international roaming without prior information

I activated my international roaming for 10 days in july 2018 with a rs2999 package which i was told will end in 10 days. I paid the dues.
This time in december i did not activate international roaming when i travelled on december 16, 2018, but airtel activated my roaming without informing me and has sent me a bill of over rs9000. When i informed them that this was done without my permission or without any information, i was told they cannot do anything about it and it is valid and i as the customer should have called them.
I was under the impression that since they activated it from their end, they will charge me the same amount, and this is a rude shock and i am appalled at the high bill. I said that i will pay the same amount as last time but they did not agree and so i suggested that at the most i can pay 50% of the bill since i want to keep my number and continue with airtel, they are saying they will onbly deduct rs1000 as a goodwill waiver. This is too high and i would like to know how i can resolve this.
