Andhra Pradesh State Road Transport Corporation [Apsrtc] — ordinary bus schedule with express price

I have booked express ticket worth rs. 65/- from rajamahendravaram to kakinada
But they provided ordinary bus without any facilities.
The bus driver said that the bus is given by official, i only can drive.
Claiming excess amount or not provide facilities as per the charged amount is the offence and against the consumer law.
My consumer rights are broken, kindly justify my journey.
