Apple India — iphone 6 standby phone 16gb small dent and they're charging 25000 rupees

I have given my iphone6 32gb due to some problems in front camera aliment to iqor service centre ujjain and they gave me a standby phone 16gb and on that phone little dent has come and they are charging me 25000 rupees for that small dent on the down right corner. And new iphone6 is coming in 22000 and for that small dent on the standby phone they r charging me 25000 plzz help i m very much hassle from the last 5 days..
