Avadi Municipality — Property Tax Assessment

Dear Sir/Madam
I own a property in VGN STAFFORD and would like to apply for Property Tax Assessement Number. I have the Vacant Land Bill from the Builder till 2019. When produced the same, the corporation is asking for Vacant Land Receipt till 2022, which is not possible since the builder says he has closed the status of Vacant Land Tax on 2019 itself.
Now my application is rejected because of this.What do I do now and how to pay my tax?
pls help.
