Bank Of Baroda — Wrongly cheque book charges

Recently vijaya bank is merged with bank of baroda. Due to this my vijaya bank account was migrated to bank of baroda. I have to request for bank of baroda cheque book in order to give proof in all my neft transactions. Bank of baroda charged rs.89 as cheque book charges on my first cheque book. If i would have open new account with bob then they would have provided 2 cheque books of 15 leaf each free. Due to migration my account with bob is as good as new one only so i should get cheque book free. But bob is refusing to give free cheque book. Almost all vijaya bank account holders will request for new cheque book and you can imagine how much money will bob make from this.
On bob site i checked for charges and no where it is mentioned that customer has to pay for first cheque book if bank merging take place. Please clarify for this as early as possible whether customer has to pay charges for first cheque book after merging of banks.
