[Resolved]  SBI — Rs 100 charged on cancellation of Rs 500 dd

Respected sir ,

I made a demand draft of Rs 500 from SBI bank , which is located in azad basti mango , Jamshedpur , Jharkhand on 30/07/2013 , and for making this the bank charged a amount of Rs 25 as an exchange rate.

Now after making the dd , I found the second day that I don’t need this dd any more and I went for cancellation on 01/08/2013 . On cancellation the bank again deducted Rs 100 and returned me 400 rupee only .

I told the service manager to see the cancellation charges once again , because as far as I know , no cancellation charges are there for amount upto 500 rupees . But they dint listen to me and deducted RS 100 from it.
The demand draft and bank details are below:

Subject: - I want information about BANK’S DRAFT CHARGES issue.
LAW of RBI India.
Sir,

Nowadays students, educated, unemployed people have need of DRAFT for various EXAMNATION, RECRUTMENT, SCHOOL, and COLLEGE ADMISSION. They need a draft of about Rs.100/- to Rs.500/-, but when they visit bank and request for draft, banks ignore his request and avoid to give him draft. Bank give various reason like, 1) we have no staff, 2) no DD book, 3) take DD from your near bank, 4) as per law we can not give you draft against cash because you have no account in our bank and lastly they ask heavy DD commission for draft; this small consumer is not capable to give this big charges and he left bank without taking a draft, to visit other bank. But the same story repeats again. I got a Rs.10/- (Rs.ten only) draft from IDBI bank branch Parbhani, after paid heavy bank DD commission Rs.181/- (Commission Rs. one hundred eighty one, only for one DRAFT of Rs. Ten only) Bank explains that this DD charged commission is as per RBI law, circular, guidelines. So I want information in this DRAFT charges matter.
I want all this following information

1) What is RBI LAW for DRAFT commission? (I required law not guideline, because later you say this guideline is not mandatory on bank and RBI is not taking any action, and made penalty on bank for not implementation this DRAFT charges guideline). I required DD commission chart also.


2) Is bank account is compulsory in bank (IDBI) for issue of the draft for students (above 18), educated unemployed people, Common Man? If any such rule, RBI banking law is there; send law copy of it

3) Under which law; RBI gives freedom to IDBI banks for taking such heavy draft charges of Rs. 181/- DD charges for Rs.10/-DD (attaching proof with it) Please send copy of this law.

4) We have no staff, 2) no DD book, 3) take DD from your near bank such reasons are given from banks to avoid draft for these citizen. And at the same time they are giving DD’s to other people in bank. Isn’t it contradictory? Is this legally under RBI banking regulating act 1949?

5) As per RTI-05 law: chapter two 4. (1) Every public authority shall...
(4) All materials shall be disseminated taking into consideration the
cost effectiveness, local language and the most effective method of
communication in that local area and the information should be
easily accessible, to the extent possible in electronic format with
the Central Public Information Officer or State Public Information
Officer, as the case may be, available free or at such cost of the
medium or the print cost price as may be prescribed. Explanation.
For the purposes of sub-sections (3) and (4),"disseminated" means
making known or communicated the information to the public
through notice boards, newspapers, public announcements, media broadcasts,
the internet or any other means, including inspection of offices of any
public authority. As per this RIA-05 law, every bank must be a notice
boards in bank. But I am sorry to say that no such draft commission
charges boards in banks. In the Interest of Common Man. IDBI makes
a compulsory law (as per RTI-05) on Bank’s branch; to publish
notice boards of drafts Charges rates, facility available here
without any reason to Common Man.
And make punishment section also in this law; if branch fail to give
such facility. As per RBI LAW.

Bank — extra bank commission charged on a demand draft of only Rs. 50

sir,
i made a demand draft (through cash) of only Rs. 550 from canara bank, udaipur[protected]. i was asked to pay Rs.90 as bank commission. i was shocked because of this much bank commission.

This is a general rule of SBI, irrespective of the DD amount, they'll charge you 100 INR. Even if you make a DD of 101 Rs, or 1010 Rs, or 10101 Rs--- they'll charge you Rs 100.
