Bharat Sanchar Nigam [BSNL] — Not generating UPC Code

Village- Kurali, Post- Rampur Maniharan, Dist- Saharanpur, Uttar Pradesh, 247451

When I'm trying to get UPC Code by sending an SMS to 1900 with my number [protected], I didn't receive any UPC Code while I received an SMS is "There are subsisting contractual obligations with your service provider."
Actually BSNL not provide any 4g data services and this is my personal mobile number. I faced many network problem with the BSNL network but I don't want to change my number. So I request you please resolve my problem so that I can port my number
