Bharat Sanchar Nigam [BSNL] — Port message not being sent.

I want to PORT my bsnl number [protected] but the port message was not being sent and always ended up failing. I have been calling customer care since past few days when the call finally connected today, the rude employee asked me to recharge for 147 first and then only i will be able to send the PORT message. I have sufficient validity in my phone via the recharge of 75 and 14-15 rupees as main balance. Why should i recharge with 147 just to send one message? What kind of loot is that. Strict action should be taken against these companies.
