Billdesk — online payment issue for student services jntuh - amount deducted in two transactions but application was not submitted at vendors end : (

I have made a transaction on 15th and 16th jan 2019 for college transcripts. I need them at the earliest. However both the transaction have failed but money was deducted from my icici bank account

Amount : 2532/- + 2532/- = 5064/-

Not sure how to get the refund of the amount, neither bill-desk nor jntuh are responding for my queries.

Such irresponsible vendors and merchants. Not sure why are they not sued for such transactions or hold for money for such lengthy duration. I wish our consumer court was more sensitive to such matters. : (
