Blue Dart Express — not delivering the product & demanding extra fee

This complaint is to report that a purchase that i had made online after making full payment (Including shipping costs), the courier service is refusing to delivering the product unless an extra large sum of fees is paid.

My name's rakesh; i reside in new zealand and i had purchased a celebrity perfume spray (M by mariah carey perfume) online from perfume.com, an american company on april 5th, for my sister dr shimna as a birthday gift. The product cost me nz $27.42 (1, 279 rupees) and an additional nz $23.41 (1, 092.30 rupees) was paid for shipping and delivering costs. My family happened to contact me today (April 18th 2019) and said that a customer care lady rang them saying that an additional payment of rs 1497 (Nz $32.11) need to be paid as delivering fees. I informed my family that all shipping costs have been paid and there is no need to pay any additional fees. Later my family rang me and said a delivery guy showed up at home to deliver the product and asked for rs 1497 as holding fees or else the product is not going to be delivered (My family had noticed that the parcel was labelled with blue dart sticker). When my family informed the man that all shipping costs were paid he took off immediately saying that if you dont have the money the product cant be delivered. I found this extremely appalling, confusing and ridiculous considering the fact that when i paid for shipping costs, it was to have it delivered to the address given and not to the blue dart courier company address. Besides the cost of the actual product is 1, 279 rupees and they are asking for rs 1497 delivering cost which is even higher than the product. The delivery guy came from blue dart branch at leela plaza ulloor, kochulloor, thiruvananthapuram, kerala 695011. The address that they had to deliver was only 300m away. I tried to ring their number provided online but its switched off; i tried to contact other trivandrum branches and they were all unattended. This is blatant rip off and this is the second time this is happening to me (Last time it was dhl couriers which sits in the same leela plaza building at kochulloor; at that time my sister was ripped off nearly 3000 rupees).

Please do the necessary to have them deliver the parcel at the address they are supposed to, coz they have no right hold a parcel where all shipping costs are paid. The address the parcel has to be delivered is :
