Brand Factory — violation of consumer right

What the hell is happening. Our consumer right is violated. We have been charged on carry bags i. e. 10 Rs. When we asked the staff for giving us that bag at free of cost they denied. The similar case was of bata shoes when they forced customer to pay 3 Rs on bag then bata was fines with Rs. 9000. This was told by consumer forum only that no shop or firm owner was allowed to charge on carry bags. Please, look over this. I request u to look over this as our rights are violated this is wrong. Every single complained ignored will give rise to new crime and fraud. Thank you
