Bright Your Career — refund of amount

I got a call from this consultancy that they will help me with a job offer. I was told to pay 2714rs which is refundable. But then now i don't get proper response from these guys. When i called back they said it is not refundable. After i argued they agreed to refund however i asked for a confirmation email on the same which was promised by this group that i will get it in 30mins. Am yet to recieve one. Cannot encourage such fradulents. Please help me getting this refundable and take necessary actions if possible
