British Council — British council asking consumer to pay for mistake committed by them

I took ielts (Academic) exam on 21st november 2015 and result for the same got declared somewhat in second week of december 2015 and i have not received the score card for the same yet.
I contacted british council for the same in february 2016. On my first mail british council told that my case is parked for inspection, then there was no reply from their side, i mailed again asking the status of my mail, then on 18th march 2016, i received a mail from them saying they are looking into the matter and i will be reverted back in 5 working days.
After i realised british council has lost track of its working days (Since i didn't receive any mail from them till april started), i again wrote a mail asking about the status of my case, then after a few days, i got a mail from them, telling me that the score card was delivered to me on 14th december 2015 at bangalore.
Now i would like to bring up the fact that, i have got nothing to do with bangalore, my registered address with british council is of daman (Pin- 396210). So why was it delivered to bangalore? And whom did they deliver it to?
Also british council told that it was delivered through blue dart courier service with reference number - [protected]. I tried to track with this reference number, but guess what, the reference number itself is invalid (As the same message was prompted at blue dart's shipment tracking site).
I wrote the mail again and again to british council that they have delivered the score card at the wrong address and even the courier reference number is invalid, but what they are telling me again and again that i will have to pay rs. 1750 for new score card.
I don't understand why will i have to pay for the mistake committed by british council??
On a different note, even if there is a chance that entered the wrong address at the time of registration, then how come study material reached to me on the correct address?
I am really fed up with this act of british council, i had to apply for colleges in canada, but it seems i won't be getting any admission now.
Thanks to british council for wasting my time and ruining my future career plans!!!
