TIN no problem

Dear sir,

We had dispatched the two parties to chennai, one party dont have tin no, and we had charge 5% vat at our invoice (Hyderabad)...
One reach to chennai, sale tax team had capered the vehicle in chennai city... They had charge us huge amount to us by sale tax team...

If party don't have tin what should we do???
