Prize Money

Please let me know whether M/S. Irish Lottery is genuine company. They have sent me the Certificate of winning a jackpot of GBP 7,00,000/- with a Reference number UK/9420X/68 with batch Number 074/05/ZY369. They are asking me to pay GBP 400/- towards local taxes. I do not understand whether this is a genuine proposal. Please let me know.
