Delay in flat handing over after full payment & registration.

I had registered for a flat with Shipra Estate Limited and Jai Krishan Estate Developers Pvt. Ltd. on 23rd September 2009. I was allotted Flat in Shipra Krishna, 14, Ahinsa Khand, Indirapuram, Ghaziabad. I was promised that my flat would be allotted within one month from registration. I made the full payment and also paid penalty Rs.52, 000 for delay in instalment. After 1 month I have not yet received the flat or finishing work started....

Flat not ready for possession. Delayed by 18 months

I have booked a flat in Shipra's "Dream Project" - Shipra Krishna Vista, Indirapuram. It was due to be ready for possession to me in March 2008 as per the deadlines provided by their officials.

In the agreement, there is no penalty clause and the allottment is not transferable.

Since this is a one sided agreement, I require consumer forum help in how to take Shipra to task.
