Calcutta Electric Supply Corporation [CESC] — Land lord charging Rs. 10 per unit rent on sub meter

I live at 47/1 Nimchand Moitra Street, Kolkata-700035. I live on rent and my landlord is now forcefully charging Rs. 10 per unit rent on the sub-meter we are given to use. The main meter is in the name of
Mrs Arati Rani Roy,
47/1, Nimchand Moitra Street,
Kolkata- 700035.
The name of the Landlord is Amal Roy. He is not giving the consumer Id of this Bill.
Previously we paid our bill on the meter of
Mr Kamal Roy,
Consumer Id [protected].
it is not possible to pay such unnecessary amount of money. I want CESE to tell me what can I do about it?
