Cartupi.com — payment made for mi phone but mobile was not delivered

I have made payment of 15000 rupees for mi mobile phone on 15th may thru phone pay on cartupi.com in name of kundan kumar sharma.
But till now item was not received. I tried to reach the website and toll free number but both are not working. Please suggest how get the money back or item back from these bloody fraud peoples. Is that our it system is so week and this bloody fellow give icici bank details also. Is that our banking system is so week? How they can give accounts to these bloody rascal fraud peoples?
