Central Bank Of India — deduction of 4000 rupees from account and 2000 refunded

I have done a payment of rs. 1000 by debit card swipe at petrol pump in meerut on 30 january 2017 around 5:30 pm and 6:00 pm they have swipe machine of hdfc bank. The machine replied message of payment decline 4 times after which i recieved 4 messages of money deduction of rs 1000 each and 1 message of money credit of rs 1000 after which i have complaint in branch and they provide help desk complaint number. After that i again recieved 1000 rupees back to my account but still 2000 rupees are not returned to my account. I have contacted bank via mail many times but there is no reply and on contacting bank they are saying to contact via mail as they can not do anything now.
