Central Board Of Secondary Education [CBSE] — school is paying less salary than provided in norms

I am a student of aschool provides very less salary as compared to whatever is given in norms due to which very low level of education is provided because teachers hired are not very educated it is obvious that if good salary is not provided then good teachers will not come due to which it affects the education system of our school
