Chas Municipal Corporation Bokaro Steel City — Mentally ill people wander the streets as municipal administration turns a blind eye

Please take some actions on a distressed, half-naked man who is seen running on the streets of Ghaus Nagar, Chas. He is the son of Latif (you can find him easily with this name). Roaming freely in the entire mohalla, he has now become a threat to people and our kids. He killed dozens of stray dogs and still killing them. Passersby ignore him. If that's not enough, he is abused and faced harassments from numerous people everyday. In return, every night he abuses and cries too loudly giving us a very unpleasant experience and making quite uncomfortable for us. Eventually, he decided to end it all and committed suicide by jumping in front of a moving trucks and vans. He stops moving vehicles unexpectedly, forcing drivers to give him money. The main problem is when we have mentally ill politicians wandering around freely, what's the big deal in some neglected moves around. Before any mishap happens to the mentally ill person if the cops during their patrol initiates action on humanitarian ground and hand over to the Kanke, Mental hospital. I don't understand what the heck Ward Parishad is doing? Our ward commissioner (ward no. 10) Shahnaaz Parween is an irresponsible lady who doesn't care about any of these ward problems. Mentally retarded are humans not stray animals for which government is to be informed on a toll free number. Why not the health department maintain details through hospitals and social agencies?
I request to take this issue on a serious note or else this matter will be shifted to the upper level.
