Citibank — Poor Customer Service on Settlement of Credit Card

I have been trying to close my credit with a settlement however I am not receiving any response from the Helpdesk or call backs. I tried as guided by the agents however no response so far. its been near about 10 days I have been wasting my time on it. Customer service gave me collection helpdesk number but no option to speak to Citi phone officer. Just tired of the process. Please help me get the settlement.

It's a fraud bank only, no one trust them that's y they have to shut India operations.
