Cleartrip — payment deducted without entering otp - unethical behaviour

I booked airline ticket on flydubai airlines via cleartrip website on 13th august 2018 using my emirates nbd credit card. Preferred travel date was on 17th august 2018 (Kochi to dubai) and return on 22nd august 2018 (Dubai to kochi) and the charges was aed1735. As usual it was redirected to payment window and i received an otp from my bank. The payment window was hanged and remained idle. Without entering the otp number, cleartrip deducted the money from my account and received an message that ticket was generated. It will be an system error and i canceled the ticket within half an hour and requested for refunding the money. How can cleartrip deduct my money without entering the doublesecure otp from my side?
I canceled the booking and contacted my bank as well as airlines. Got feedback from airlines that airlines didn't received money from cleartrip and its under cleartrip only and the provided pnr number is not by airlines. On otherhand, i contacted bank and mentioned the same and the payment was deducted by cleartrip website only.
I contacted cleartrip for cancelation and refunding the money as the booking was not completed from my side. I got a bad feedback from cleartrip that your money cant be refunded and cleartrip cant deduct money without entering otp. As far i know, without the cardholder entering the otp money cant be withdrawn. But here cleartrip did so. I hereby request to enquire about the fact and refund the full amount i paid for booking.
