Ap Transport — Removal of hypothecation

I have purchased a wagon r car in 2005 with a car loan of five year in hyderabad. Now i have shifted to pune.I got a letter from ICICI bank for removal of hypothecation. For which i visited hyderabad on 12 july & deposited the money and the form for a new registration card.
It has been 2 month i have not yet received the new card.
I am attaching the receipt. can some one please tell me as to what should i do
