[Resolved]  BSNL Telehos Society — Committee members acting as landlords

Hi there,
I have been residing in a flat in BSNL Telehos Society, Chandigarh as my father was alloted a flat as he was a member of BSNL Telehos Society. Society is governed by a managmenet committee of its 7 members who are acting more like landlords of the society and sending threatening letters. I live on the 2nd floor and there has been leakage in the ceiling and walls of 1st floor occupants (leakage occurring more during rains). Since I live on the 2nd floor, 1st floor guys have been blaming me for not getting it done but in fact I have been bringing various plumbers to get it sorted and still trying to find the main cause. The first floor guy wants me to rip off whole of my bathroom's marble floor as he 'assumes' leakage is through the floor, which is just like a non-sense assumption till a concrete reason of the lekage is found by the plumbers. The reason of the leakage could be anythig such as the use of building material of lower quality as well but the 1st floor guys have been complaning against me to the secretary of the management committee who is their close friend. And this secretary has been making threatening calls and sending letters saying if we would not get it fixed within 10 days then action would be taken as per society's bye-laws. So far none of the committee members have looked in to the reason of leakage and such leakages are in 75% of the flats in this society which indicates building work was not done properly and not looked after by the committee at the time of construcion.

My questions are:-
1)What to do (legally) in such a situation where committee members are favouring someone? Which government authority to be contacted to avoid misuse of the power by anyone by becoming a committee member ?
2)Can a housing society make such a discriminatory bye-law and send threats to other occupants?

I have a similar kind of problem. There was a leakage. We solved it. Yet the society has sent a threatening letter saying it would go to the police station. We checked it and found there was no leakage from our side.
Can i go to the police station and file a complaint against the society for harresement. Can i serve them a legal notice?
what else can i do?
