[Resolved]  Dolphin Jeevan Sathi Postpaid GSM connection — Non functional International Roaming

SUBJECT: Request for Cancellation of [protected] due to no help/response received on our telephonic/email complaints of non-provisioning of International Roaming in Bulgaria resulting in financial losses to the tune of Euro 200

Dear Sir/Madam,

I want to surrender my Dolphin Jeevan Sathi Postpaid GSM connection (Mobile Number [protected]; Account No.[protected] due to no help/response received on our numerous SOS telephonic calls and email complaints of non-provisioning of International Roaming in Bulgaria.

In this regards I am submitting following facts/evidence for your kind perusal and appropriate action:

1. I am holding the above said connection (Mobile Number [protected]; Account No. 10168096; Dolphin Jeevan Sathi Postpaid GSM) since March 2009.
2. Earlier I have used this connection successfully in Austria, Bulgaria, Dubai and South Africa. I have also used it to call up Bulgaria from India on a number of occasions.
3. I have been paying the bills in respect of this connection in which Monthly Service charges/International Roaming charges of Rs. 90/- are being charged regularly although the Jeevan Sathi Plan states that there shall not be any monthly charges.
4. I was deputed by Government of India to Bulgaria for a period of 15 days wef 27th November 2009. Before proceeding abroad I called up at your Helpline number 1503 to request them to ensure that the international roaming is active on this account and I was assured of the same by the call attendant. On 26th November night I made few local calls to ensure that the number is functional and everything is OK.
5. Once I reached att Frankfurt/M, Germany and Bulgaria, I was shocked to find that the International Roaming could not be activated on this number by using Roam Abroad and other inputs under the Operator Selection in the Phone Submenu of my NOKIA handset 3110c. I contacted all the Operators /Service Providers in Bulgaria to try if the international roaming using this SIM card could be functionalized.
6. I contact my wife and son in Delhi and requested them to check it up with MTNL. They called up a number of official but with no results.
7. I even sent numerous emails to following email addresses but received no acknowledgement leave aside any response thereon

I tried to reach the MTNL Customer Care though http://customercare.mtnl.net.in/Normal/Forms/MailUs.aspx and other link ([protected]@mtnl.net.in), but failed. I am attaching herewith some of the email messages for your records.
8. In view of the above I request your kindself to
a) Cancel the connection immediately
b) Investigate the matter and let me know where and why these lapses occurred
c) Refund me a sum of Euro 200/- that I have to spent on International calls at different locations abroad during past 15 days
d) Refund my security Deposits

I am holding [protected] number connection with international roaming. The international roaming is not working at Stara Zagora, Buylgaria. I am trying for past 4 days but failed.
AFTER INITIALIZING ROAM ABROAD FUNCTION - When I try M-Tel BG and BG Globul operatorS MANUALLY as advised on your website, I am getting following messages:
