you are giving the complaint at the wrong place--go to traffic police mumbai website and lodge your complaint against the auto rickshaw there and know how to followup by email. Earlier (almost 2 or 3 decades ago--1990s or 1980s) a commuter could fill up a specially made postcard printed by the traffic police of Mumbai which had the date of the complaint, complainant name and contact details, complaint details against particular taxi or auto or cop etc and you had to fill it up clearly and post to the police commissioner's office where they would take strong and exemplary action. Now you can try with the Bombay taximen's association which may be willing to sort out the concerned autorickshaw driver or take the help of local shiv sena shaka (if they have a convenient grievance redressal mechanism) as these are unofficial means of getting redressal. There used to be a booklet also on how to complain and where to complain for what type of problems in Mumbai but it may be out of print or obsolete now. However you could ask for a pdf copy or a softcopy from agni mumbai or one of the local church organisations or ex corporators like [protected]@gmail.com etc who was a citizen activist before he became a corporator from juhu
