Local Shopkeeper — Exploitation by the shopkeeper

I have just shifted to greater noida, in AWHO township.(army welfare housing organisation) I live here as a tenant. In this township, they have a shopping complex where shops cater to all daily needs of citizens and supplies. there is a shop of newspaper and magazines vendor who cater to the needs of around[protected] flats of the township.My question is that this particular shopkeeper is asking for a deposit of Rs 300/- for one newspaper's daily supply.(if i want two different papers,then i have to shell out RS 600/- As there is no other shop and outside vendors are not allowed,people are forced to pay this money and if some body who owes the house he can never recover the money.This shopkeeper gives two reasons for this deposit- firstly he says he too pays to the agency ?? Secondly they collect payment after 3 months. Throughout my life i have read a newspaper and never ever paid this type of advanced money.My question is what should i do? It is not the question of 600 rupees but i find this practice very wrong. Please tell me whom to complaint as i find authorities over there must be aware of this and they are letting this happen. I really find it wrong but don't know what to do and where to go. Please suggest me what to do? Thank you.
