Passport — not recieved file reference number

My self Neeraj Singla S/o Sh.Parshotam Lal Singla from Mandi Gobindgarh, Distt- Fatehgarh Sahib (punjab).i was send my documents and demand draft for apply a fresh new passport to chandigarh office via speeed post centre i.e speed post reciept no= EP[protected]IN . but till yet i did not recieved any file reference number.i visted to chandigarh passport office but they did not give any response to me.
pls help me out what to do now and what is the status of my passport.
