[Resolved] Sbi, Cppc, Chandni Chowk, Delh-6 — Non Payment of Pension | |
Dear Sir/Madam, My father Late Shri Bachan Singh Negi was retired from army and was getting pension at State Bank of India, Mehalchauri branch in Chamoli district, Uttrakhand in Account No: [protected]. My father died on 11th June,2009. We have applied pension in the name of my mother Smt. Soru Devi in month of August,2009 but till date my mother has not received pension. When we contacted at SBI Mehlchauri they told us that it is delyed from SBI, CPPC, Chandani Chowk, Delhi-6. 2. it is submitted that No 15374539K Ex hav Udaibir Singh of Signals Records retire from Army Corps of Signals wef 01 Sep 2009 and above name indl has been collection the pension from State Bank of India, Hathin, dist Palwal, state Haryana. It has been seen that the pension for the month of Jun 2010 is credited in account on 29 Jun 2010 in rupees 3176.00. As per my pervious month pension credit in my account is Rs 5976.
3, it is also submitted that my extra gratuity arrears has already been deducted by your Branch code (IFSC SBIN 0004475), misc debit PEN Rec Rs- 42828 dt 04 feb 2010 from my account,
4. you are requested to clarify the pension def for the month pervious and Jun onwards 2010 in favour of account No [protected].

With most respectfully, beg to lay down the following few lines for your kind honour sympathetic consideration & immediate necessary action in the matter:-
1. That I am railway pensioner vide PPO No. [protected] issued from Sr. DAO/Northern Railway/DLI Ref. No. D/DLI/PEN/[protected] DATED 01.05.1998 to SBI Tis Hazari Delhi and paying unit SBI, Rohtak Road, Nangloi. I am drawing pension from your branch since 01.04.1998.
2. That Fixed Medical Allowance (FMA) has been included in my pension w.e.f. 1.5.2012 it means I am eligible for grant of FMA then why the arrears of FMA not drawn despite repeated written request whereas it is clear provision in Railway Board letter No. PC-V/2011/A/MED/1 dated 26.8.2011 that railway pensioner prior to 21.4.1999, the PDA can authorise and directly disburse the FMA based on undertaking form obtained. It is pertinent to mention here that I have already submitted required undertaking to PDA and PDA has granted FMA w.e.f. 1.5.2012. But I don't know why the matter refer to Railway authority for drawl of arrears whereas PDA self authorise to draw such arrear on behalf o[censored]ndertaking.
3. That matter for grant of FMA arrears from date of retirement i.e. 31.3.1998 was taken up with CPPC Chandni Chowk. For the payment of arrears CPPC has referred the matter to Northern railway HQ, Baroda House vide letter dated 24.05.2012 & vide No. AGM/CPPC/2012-13/15062 DATED 14.8.2012 But four months have been lapse after reminder no response has been received either from Northern Railway or SBI CPPC Chandni Chowk, Delhi. Despite reminder railway authority is silent about required information, what further action will be taken by SBI please intimate me.
4. Whereas Asstt. Security Commissioner RPF Line Daya Basti Delhi-35 has already been issued NOC vide No. RPF/Ex.ASI/DKZ/NDLS/2012 dated 9.4.2012 mentioning therein that "to arrange to pay him the fixed medical allowance @100/-PM in pre-revised scale as and when implemented and onward revised Rs.300/-PM as per railway policy". I have already submitted the copy of NOC above to SBI DSIDC Rohtak Road, Nangloi Delhi ( the PDA). Hence the matter could be decided on this NOC.
5.That I have also received the answers of information’s asked through RTI act 2005 ( My RTI ID No. 12/1773 dated 9.7.12) from the Railway authority ( DRM Office/Delhi at New Delhi ), it is clearly mentioned in the RTI reply that the FMA arrear will be paid from the date of retirement. Copy already sent to your office on 29.10.12 through pension drawing branch.
6. That I have submitted myself declaration/undertaking form for further necessary action at your end please.
7. That I declare that I have not yet claim this Fixed Medical Allowance arrear from the date of my retirement i.e. from 31.03.1998 till date and further declare that I am not availing any Railway medical OPD or facility since retirement.
It is, therefore, requested that fixed medical allowance arrears acquiring from[protected] to 30.4.12 (kindly attention on Para No.3 of the undertaking issued by the Ministry of Railway vides No. PC-V/505 PC-V/2011/A/Med/1 dated 7.06.2011) may kindly be credited to my SB Account maintained at SBI/ A-3, DSIDC Rohtak Road, Nangloi Delhi-110041 Branch- Savings Account No: [protected] ( Bank code No. 04849 & IFSC: SBIN0004849 ) from 01.4.1998 to[protected] @ Rs:100/- per month and the enhanced amount of @ Rs:300/- per month from[protected] to 30.4.2012 please.

My father Late Pratap Singh Patwal, PPO No. S/6982/56, Pension Account No. [protected] with SBI Mehalchauri, Uttrakhand - expired on 23 Nov 2013.
On behalf of my mother Smt Bachuli Devi, on 28 Nov 2013, I submitted an application for stopping of service pension of my late father and commencement of family pension with the Death Certificate enclosed.
My parents were looked after by my younger brother Dharam Singh who was paid from the pension of my father as he has left his job at Delhi where his children are pursuing their studies.
Since my mother has lost her mental balance and need 100% attendant. On demise of my father she needs to be care more. My brother looking after her had no other scope of earning after loosing his valuable Accounts Executive 's job in a reputed company at Delhi for the shake of parents old age necessity.
My Late father twice filled the nominations forms nominating my mother as his nominee/next of kin. Now the bank has no such records.
The Bank manager SBI Mehalchauri states that it will take atleast 6 months to finalise the family family pension.
I would like to mention that my has gone in high degree of depression, as was produced in front of the bank manager also.
May I request the authorities to look into this case for speedy settlement of pension.
