Shell mobile draw 2009 — Fraud SMS

Respected Sir,

I also received an sms stating that I had won 950,000 USD through the SHELL Int'l Mobile Draw. I was informed through mail that I will be contacted by a British Diplomat upon his arrival to India and have asked me to pay 750$ as Airport Clearance Charges. I want to know whether this is true or if it is a fraud. Pls reply at the earliest.
