[Resolved]  Skilrock Technologies Pvt. Ltd. — atm decline charge

I have a salary A/c with ICICI. On[protected] my account is debited with Rs. 28.00 with the Particular "ATM DECLINE CHG/08-SEP-09/1908 ".Is it customers problem that the bank atm has no money. What shoudl I do?

Why shall a customer pay for the banks fault. This is a first time i got to know this and it been going on with my avccount for a time now, and its highly disappointing.
