Vodafone — money transfer to another number instead of getting free vodafone minutes

I have got a message to my mobile: 'Vodafone offer 250 min v2v free just dial in your mobile *131*30*[protected]* it will be active within 4 hrs.It's absolutely free no charges" from mobile no. [protected].
I have dialled the above link and Rs. 30 has been transferred including deduction of Rs. 3 (total = 33).

My no. is [protected].

How can I get my money back?
How the fraud person will be punished?
