Vostro 1400 — Charging without diagnosing the problem

I have above Laptop which was purchased by me in US in December 2007. I started having problem with this in November 2010 I contacted Dell call centre for diagnosis and repair. First of all their call centre is so lousy by the time I got through the complaint for visit of the techician for on site diagonsis and repair I had wasted several hours of my time explaining the problem to half a dozen Dell engineers. At last when the technician visited he failed to diagnose the problem. He felt there is no problem with the Laptop. I found the problem again he refused saying his job is over. They had already taken the payment . Again they wanted 14000/- to be paid to them. It was downright cheating by multinational company. I have proof of payment and report of the techician's inability to diagnose.
