Cooperative Housing Society — Parking Issue between two reserved car parking

Hi, I am from Pimpri chinchwad. In my housing society, at each 4 corner of building, some space is available between two reserved car parking, to park 2 bikes.
So may I know who can park there. both member can park or is it like 1st come 1st serve basis.
One member is having 3 bikes & 1 car and two bikes are always there so other couldn't park his bike. Because of building pillar at his parking end he unable to park/move his bike.

I already discuss this issues with Society. but same problem facing again because the other member can't agree and fighting with society and me.

So may I know how can I solve this issue legally and who can take action on this.he is doing
Some sort of mental harrasment from other side and never try to make mutual understanding so i need to take some legal action
