Council For The Indian School Certificate Examinations [Cisce] — school being reluctant to provide a bill or invoice against a purchase

I'm a student of douglas memorial higher secondary school, barrackpore, kolkata-700120, and the school has been reluctant to provide me an invoice or a bill regarding my purchase of rs2500 the physical education dress. They have directly denied my request to provide me a bill. Its my right to ask the authority for a bill, their rejection of my request concludes that they are evading tax (2.5%cgst&2.5%sgst) as their transaction is unauthorized if they don't provide a bill despite buying in a bulk. They gave me a receipt that i have paid them the full amount, but i haven't received the dress as they r not willing to provide a bill. I will be obliged if this matter is taken a bit seriously as private schools have started to become money making institutions and this school is no exception to it. They r using their powers to exploit us as we do not have the right to freedom of speech against private schools, but this act of tax evasion is not a micro issue and should be paid heed onto it.
