D2H — not able to contact for customer care

Resp sir,
I am having my d2h connection, but when i am trying to call on customer care numbers no phone connects and there is no officer for explaining about the plans.
We recharge but how can we select plans. There is nobody to guide.
Sir i am trying to contact regularly but never contacted on phone with customer care officer.
