Daksh Management — regarding fraud done by manish arora owner of daksh management company

I received a call in january, 18 from daksh management company to provide assistance in getting a passport. ON 17 th Jan, 18 one employee of daksh management company came at my place to collect the documents and fees. I paid Rs. 7200/ through paytm (for passport of four people) . Since then i have not received any response from them. on every call, manish arora use to give false commitments.
today when i checked the net about Daksh Management company, I found a number of complaints of frauds done by daksh management and manish arora to many people. I wonder how a person can get away so easily after doing these many frauds. He should be stopped at least now. you suggest me how can I get my money back ?
