Delhi University — Refund Money as payment made but registeration does not issued

My name is ajay and while i am register myself for B.com 3rd year then during the payment via SBI gateway it show me technical error but my account balance reduced by Rs.3865. And i did not get registeration in B.com 3rd year.
So Please refund my money.
