Den Networks — not following trai new rule of consumers channel selection right

I have den cable for tv in dombivli - 421202. As per the new rule of trai, consumer have right to select which channel we can view. But cable operator is forcing us to select at least one of the pack which contains 100 free channels by default. They are not allowing us to select individual free to air channels increasing total cost.

Need help. We are ready to pay for channels which we select but not for the one forced by cable operators to us.
