[Resolved] Ebay.in — item not delivered and also can not rise any claim for refund

I ordered one item through online on 17.09.2017 and paid accordingly. But e-bay not only delivered this item, but also when I tried to claim for refund, refund has not been initiated, subsequently contact with e-bay customer care team but no action taken.
